Stage 1 → Step 2
PREPARATION OF FSSM POLICY & GUIDELINES
Once toilet typologies are identified, the next step is to ensure regular and safe emptying of containment systems. Desludging should typically be carried out every 3 to 5 years for most containment structures, including single pits (lined and unlined) and septic tanks (with or without soak pits).
To institutionalize this process, a Faecal Sludge and Septage Management (FSSM) Policy is developed in collaboration with relevant departments and agencies.
The Policy Establishes
- • The regulatory framework for FSM
- • Operational standards and protocols
- • Roles and responsibilities of all stakeholders
- • Guidelines for safe desludging, transportation, treatment, and disposal of faecal sludge
Implementation Guidelines
Alongside the policy, detailed implementation guidelines are also prepared. These guidelines provide:
- • Technical standards
- • Enforcement mechanisms
- • Operational procedures
- • Monitoring systems to support effective rollout of FSSM across the state
