Stage 1 → Step 2

PREPARATION OF FSSM POLICY & GUIDELINES

Once toilet typologies are identified, the next step is to ensure regular and safe emptying of containment systems. Desludging should typically be carried out every 3 to 5 years for most containment structures, including single pits (lined and unlined) and septic tanks (with or without soak pits).

To institutionalize this process, a Faecal Sludge and Septage Management (FSSM) Policy is developed in collaboration with relevant departments and agencies.

The Policy Establishes

  • The regulatory framework for FSM
  • Operational standards and protocols
  • Roles and responsibilities of all stakeholders
  • Guidelines for safe desludging, transportation, treatment, and disposal of faecal sludge

Implementation Guidelines

Alongside the policy, detailed implementation guidelines are also prepared. These guidelines provide:

  • Technical standards
  • Enforcement mechanisms
  • Operational procedures
  • Monitoring systems to support effective rollout of FSSM across the state
