REGISTRATION/LICENSING OF DESLUDGING OPERATORS
A mechanism for the Registration/Licensing of Desludging operators must be developed for the effective implementation of the FSM policy. Detailed criteria for registration/licensing must be defined in the FSSM policy. Only licensed operators must be allowed to provide the desludging services.
Registration/Licensing System Requirements
Online Portal
An online portal must be developed by the concerned department for smooth registration/license process.
Vehicle-Specific License
A separate registration/license must be provided for each desludging vehicle, regardless of the owner of the desludging vehicle.
Urban & Rural Coverage
The registration/license should permit the desludging operators to use the registered/licensed desludging vehicle to provide services in both rural and urban areas.
Fixed Period Validity
A registration/license must be provided for a fixed period (preferably for a year) and should be renewed after that.
Fitness Check
There must be a fitness check of the desludging vehicle before providing the registration/license.
Licensing Authority
The licensing authority may vary depending on administrative setups in different states but ideally should be a district-level body/agency/official or administrative unit.
